Congress has spent more money than its income every year since 1969. This simply must stop. The dollar is collapsing and at risk of being replaced by the euro as the international trade standard. A full quarter of our national debt is owed to foreign creditors, nearly half of that to Japan and China. It is time to amend the Constitution to require that total spending for any fiscal year not exceed total receipts.
